Purpose, Scope, Basis and Definitions
Aim
ARTICLE 1 – (1) The purpose of this Regulation; It is to regulate the procedures and principles regarding the aims, fields of activity, management bodies, duties and working methods of the Cognitive Behavioral Studies Application and Research Center of Eskişehir Osmangazi University.
Scope
ARTICLE 2 – (1) This Regulation; It covers the provisions regarding the aims, fields of activity, management bodies, duties and working methods of the Cognitive Behavioral Studies Application and Research Center of Eskişehir Osmangazi University.
Rest
ARTICLE 3 - (1) This Regulation; It has been prepared based on the sub-clause (2) of the first paragraph of the 7th article of the Higher Education Law dated 4/11/1981 and numbered 2547 and the article 14.
Definitions
ARTICLE 4 – (1) In this Regulation;
a) Advisory Board: Advisory Board of the Center,
b) Center: Eskişehir Osmangazi University Cognitive Behavioral Studies Application and Research Center,
c) Director: The Director of the Center,
ç) Rector: Rector of Eskişehir Osmangazi University,
d) Senate: Eskişehir Osmangazi University Senate,
e) University: Eskişehir Osmangazi University,
f) Administrative Board: The Administrative Board of the Center,
means.
SECOND PART
Aims and Fields of Activity of the Center
The aims of the center
ARTICLE 5 – (1) The aims of the Center are as follows:
a) To be a leading and respected laboratory in cognitive science, behavioral science and other sub-fields related to these two disciplines.
b) To inform the society and raise awareness in cognitive science, behavioral science and other sub-fields where these two disciplines are related.
c) To use and develop neuroscience methods in the light of social and human sciences.
ç) To contribute to national and international related literature.
d) To seek answers to the current problems of the society and the scientific world and to offer solutions.
e) To contribute to meeting the need for scientists working in the field.
f) Establishing a communication network and cooperating with national and international institutions and organizations in the center's field of activity.
g) To provide research and development support to institutions and organizations in need in the region.
ğ) To bring together the relevant units and disciplines of the university and to provide the scientific environment and conditions for joint studies.
h) To convey the scientific knowledge and experience produced by the center to other scientists.
ı) To increase the physical and human capacity of the Center through applications to national and international funding sources.
Areas of activity of the center
ARTICLE 6 – (1) The activities of the Center are as follows:
a) To prepare projects, conduct research and participate in joint research in cognitive and behavioral studies and other sub-fields related to these two disciplines.
b) To carry out research and applications specific to the problems within the scope of the Center.
c) Conducting studies on current problems in fields such as cognitive sciences, cognitive psychology, behavioral economics, electrophysiology, clinical electroencephalography, neuroimaging, neuromarketing and managerial behavioral sciences.
d) Carrying out research to produce new theories and models in related fields and sub-fields.
d) To open certificate programs in accordance with the provisions of national and international education and relevant legislation in order to meet the need for human resources in neuroscience, cognitive science and other sub-fields related to these two disciplines.
e) To carry out joint research and application activities with the units affiliated to the university and other centers.
f) To make the necessary planning and arrangements for the relevant departments or courses at the university to benefit from the laboratories and facilities of the Center.
g) To support the opening and execution of related postgraduate fields at the university.
ğ) To meet the analysis needs of universities, research centers, industry, public institutions and organizations and third parties regarding the field.
h) To contribute to those in need by scientifically interpreting the analysis and measurement results for the solution of their problems, in cooperation with private and public institutions, as well as with industrial establishments.
ı) To organize programs for the development of researchers regarding the devices in the center.
i) To provide scientific opinion, consultancy and similar services and to prepare reports on these services.
j) To promote the Center and to ensure its institutional and financial sustainability.
THIRD PART
Governing Bodies and Duties of the Center
The governing bodies of the center
ARTICLE 7 – (1) The governing bodies of the Center are as follows:
a) Director.
b) Board of Directors.
c) Advisory Board.
Manager and his duties
ARTICLE 8 – (1) Director; He is appointed by the Rector from among university faculty members for three years. The director may be dismissed in the manner in which he was appointed. The Director whose term has expired can be reassigned with the same method.
(2) In order to assist the Director in his work, at least two of the faculty members working at the University are appointed by the Rector as the Deputy Director for a period of three years upon the recommendation of the Director. The duties of the deputy directors automatically end when the term of office of the Director expires.
(3) When the Director is not on duty, he deputizes one of his assistants. If the mandate lasts for more than six months, a new Director is appointed.
(4) The duties of the Director are:
a) To represent the Center and to preside over the Board of Directors, to implement the decisions taken by the Board of Directors.
b) To ensure the efficient operation of the center and the coordination between the relevant units.
c) To submit the report on the general situation and operation of the Center to the Rector at the end of each academic year and when requested, after receiving the approval of the Administrative Board, regarding the short, medium and long-term action and academic plans of the Center.
ç) To determine and implement all kinds of studies and activities, especially the scientific studies to be carried out by the Center within the scope of the plan, to form working groups, to direct the studies and activities.
d) To carry out preliminary studies and to develop and produce joint projects in cooperation with research and application centers, public and private institutions and organizations in the country and abroad.
e) To determine the meeting agendas of the Board of Directors and Advisory Board; To present the research, application and study plans and projects prepared by the Center to the Advisory Board for evaluation.
f) To call for the Advisory Board to meet when necessary and to invite the relevant people to the Advisory Board meetings.
(5) Director; He is responsible to the Rector for the regular execution of the activities in line with the goals of the Center, the supervision and control of all the activities of the Center and for taking the necessary measures in these matters.
Board of Directors
ARTICLE 9 – (1) Board of Directors; It consists of five members appointed by the Rector from among the University teaching staff, under the chairmanship of the Director, suggested by the Director. The term of office of the members of the Board of Directors is three years. Members whose term has expired can be reappointed. New members are appointed in the same way to complete the remaining term, replacing the members who left before their term expires. When the duty of the manager ends, the duties of the members of the Board of Directors also terminate automatically.
(2) The Board of Directors convenes upon the invitation of the Director and reviews the activities of the Center and takes decisions on related matters. The Board of Directors convenes with absolute majority and takes its decisions with the absolute majority of the participating members. In case of equality of votes, the decision of the Director's vote shall be taken as basis.
(3) The duty of a member who does not attend the Board of Directors meetings three times in a row without giving an excuse is terminated.
Duties of the Board of Directors
ARTICLE 10 – (1) The Board of Directors performs the following duties regarding the management of the Center:
a) To discuss, decide and implement the short, medium and long term plans and programs related to all kinds of activities of the Center.
b) In matters prepared by the Director; To evaluate and decide on the preliminary studies and joint project proposals for cooperation with all relevant institutions and organizations, and to present the ones that require approval to the Rector.
c) Evaluating the suggestions from the Advisory Board.
ç) To accept the annual activity reports by negotiating.
d) To prepare and submit to the Rector the regulations that determine the working principles and procedures of the units and enterprises affiliated to the Center.
e) To prepare the investment and plan draft of the Center and submit it to the Rector for approval.
f) Center elements; Evaluating and deciding on their requests for education, practice, research, consultancy and publication.
g) Establishing temporary working groups related to the activities of the Center when necessary and arranging their duties.
ğ) To determine the basic principles, principles and procedures of the studies to be carried out jointly with public and private institutions in the country and abroad.
h) To evaluate and decide on the issues brought by the Director regarding the management of the Center.
Advisory Board and its duties
ARTICLE 11 – (1) Advisory Board; It consists of five members who are experienced in the fields of activity of the Center, and who are appointed by the Rector upon the recommendation of the Director, among the academic staff of the University or other universities and, upon request, experts from the relevant public and private institutions and organizations. Members whose term has expired can be reappointed. New members are appointed in the same way to complete the remaining term, replacing the members who left before their term expires. When the duty of the Director ends, the duty of the members of the Advisory Board automatically ends.
(2) The Advisory Board meets regularly at least once a year upon the call of the Director. If the Director deems necessary, he may call the Advisory Board to an extraordinary meeting. The Advisory Board is chaired by the Director.
(3) Duties of the Advisory Board; It is to evaluate the matters needed by the Board of Directors regarding the activities of the Center and to make advisory opinions and suggestions.
CHAPTER FOUR
Miscellaneous and Final Provisions
Personnel needs
ARTICLE 12 – (1) The academic, technical and administrative staff needs of the Center, upon the proposal of the Director; It is covered by the personnel to be appointed by the Rector in accordance with the provisions of Article 13 of the Law No. 2547.

ARTICLE 13 – (1) All kinds of technical devices, equipment and fixtures purchased within the scope of projects supported by the Center are allocated to the use of the Center at the end of the project.

ARTICLE 14 – (1) The spending authority of the Center is the Rector. The Rector may delegate the duty of spending authority partially or completely to the Director.
Cases where there is no provision in the regulation
ARTICLE 15 – (1) In cases where there is no provision in this Regulation, other relevant legislation provisions and Senate decisions are applied.
Force
ARTICLE 16 – (1) This Regulation enters into force on the date of its publication.
Executive
ARTICLE 17 – (1) The provisions of this regulation are executed by the Rector of Eskişehir Osmangazi University.
